An agency can prohibit a book for many distinct reasons. In a fantasy book, the magic can be viewed as anti-religious, or the vocabulary in a book can be considered too sophisticated for younger viewers. Regardless of the reason, forbidden books attract audiences and lure readers as quickly as they are constrained. It is first asked before a book can be banned.

A book challenge arises when someone tries to remove or restrict a piece of literature based on various objections. The book will not be banned until it is withdrawn from a textbook or library. This means that free access to the book is no longer available in the designated institution or in more severe cases is prohibited by law; however, although books are often contested, only about 10 percent of challenged books are actually prohibited.
