This map by using the Small Business Index lists the top 100 most populated metro areas in the United States. There are 10 key factors in the Small Business Ranking.

Such variables include1-year start-up survival rate, 20-year survival rate, establishment births, business deaths, unemployed labor ratio, state corporate taxes, state employer unemployment rate, state unemployment insurance new employer rate, average rental price, and minimum wage. Greensboro-High Point, North Carolina ranked 287.23 at the top of the chart.

Second place, with a score of 277.36, is Durham-Chapel Hill, North Carolina. Yes, the top of the charts is dominated by many North Carolina towns. Low taxes are an important part of this advantage for small businesses. Madison, Wisconsin is the best place to live, with from 1989-2015 just 1,096 establishments close.
